Requires the Department of Education to develop and present a plan by January 15, 2014 to regularly disseminate information about emerging assistive technologies to all public schools, including information on how to access and purchase new technologies.

Mandates that each school district employ at least one qualified assistive technology specialist with a Bachelor's degree and experience in special education, AAC equipment, and assistive technology devices.

Allocates $67,500 annually per school district (totaling $1,282,500 statewide) to fund the employment of assistive technology specialists.

Establishes the "Assistive Technology Fund" with an annual appropriation of $4,000,000 to provide special education programs in public schools access to assistive technology devices and equipment.

Requires the Department of Education to establish rules and regulations governing access to the Assistive Technology Fund and present them to the Legislature by January 15, 2014.
