Amends Delaware Code Title 13, Section 1114 regarding child placement for adoption to include permanent guardianship orders alongside adoption decrees.

Requires the Department or licensed agency to advise the court in writing every 6 months on the status of children in their care, stating reasons for delays in placement or adoption.

Allows the Department to petition the court to reduce reporting frequency to 12 months for children who have been in guardianship for at least 2 years.

Clarifies that permanent guardianship meets the permanency goals defined by Delaware Code Section 2302.
