Restores Delaware Code § 1448(e)(2), which was inadvertently repealed in 2013, establishing criminal penalties for prohibited persons convicted of violent felonies who possess or control firearms and negligently cause serious physical injury or death.

Creates a Class B felony with minimum sentences of 4 years at Level V for negligently causing serious injury or death with a firearm as a prohibited person.

Increases minimum sentence to 6 years at Level V if the injury or death occurs within 10 years of the violent felony conviction or completion of incarceration.

Increases minimum sentence to 10 years at Level V if the person has 2 or more prior separate convictions for violent felonies.

Clarifies that violations cannot be considered related or included offenses of other crimes and do not preclude prosecution under other Delaware Code provisions.
