Establishes the Child Placement Review Board with 50 members (26 from New Castle County, 12 from Kent County, 12 from Sussex County) appointed by the Governor for up to 3-year terms, requiring residency in the appointed county.

Creates an 11-member Executive Committee consisting of the Board Chair (appointed by Governor), 5 elected Board members serving 3-year terms, and 5 Governor-appointed members, with the Committee meeting at least 6 times annually.

Reorganizes Board structure by renaming "Review Committees" to "Review Panels" operating at the county level and clarifying that each Panel must have at least 3 members responsible for conducting administrative reviews of children in out-of-home placements.

Requires all Board applicants to consent to criminal background checks (Delaware and National) and Child Protection Registry reviews; removes persons employed by placement agencies, contract agencies, or Family Court from eligibility.

Requires members missing 3 consecutive Panel meetings to be considered resigned and specifies that findings and recommendations reports must be submitted to courts, placement agencies, and relevant parties within 15 days of review.
