Expands conditional license eligibility for individuals with revoked driver's licenses under §4177K(c) to include attending school or job training, in addition to existing allowances for employment and treatment appointments

Adds "urgent need" as a permissible reason to obtain a conditional license when a driver's license has been revoked

Defines "urgent need" as family needs critical to health or welfare, including transportation to medical facilities, child care facilities, and adult care facilities when no other family member can provide transportation

Applies only to individuals not in violation of probational requirements regarding substance abuse treatment
