Allows members of the Delaware National Guard to receive an annual surf fishing vehicle permit without charge.

Permits National Guard members to qualify by showing a current Delaware National Guard identification card or submitting a letter from their commanding officer.

Extends existing free permit eligibility to active Delaware volunteer firefighters, active volunteer EMTs, and life-members of Delaware volunteer fire departments.

Requires firefighters, EMTs, and life-members to submit annual verification letters on official departmental letterhead authenticated by the Delaware Volunteer Firefighter's Association president.

Limits each qualifying individual to one surf fishing vehicle permit per year, issued to a vehicle registered in their name.
