Amends Delaware Code Title 17, Section 525 to limit Department authority to maintain clear zones within highway rights-of-way to unincorporated areas of the State only.

Defines clear zones as 10 feet perpendicular from pavement edge for most roads, but reduces to 7 feet (or to sidewalk edge if closer) for interior streets within residential subdivisions.

Authorizes the Department to immediately remove artificial obstructions such as nonofficial signs, poles, and non-conforming mailboxes from clear zones, with required written notice to owners to recover removed items.

Authorizes the Department to remove or trim vegetation within rights-of-way clear zones.

Adds definition of "gore area" as a longitudinal point where physical barriers or lack of paved surface prevent road users from crossing between ramps, channelized lanes, and through lanes.
