Adopts by reference federal migratory game bird possession limits defined by federal regulations instead of state-specific limits to allow more efficient and timely updates.

Clarifies that processed and stored game birds, animals, or fish kept at a person's permanent residence do not count against possession limits.

Removes outdated language regarding rabbits and muskrat possession from Delaware Code § 715.

Increases the monetary penalty for violations from $5.00 to $25.00 per illegally caught, killed, purchased, or possessed game bird, fish, or animal in excess of bag or creel limits.
