Amends § 925 of Title 7 of the Delaware Code to specify that electric lights are illegal only for commercial fishing, not recreational fishing.

Maintains exceptions for electric lights required by the U.S. Coast Guard and lights used for illumination or visual purposes.

Allows recreational fishers to use electric lights to target invasive finfish species such as snakeheads at night.

Preserves the original ban on electric lights for commercial fishing purposes to control harvest levels.
