Clarifies that a "storage warehouse" for purposes of levy exemptions means only facilities designed for commercial storage of goods or self-service storage facilities, excluding portable storage containers placed on individual property.

Allows constables to levy upon goods in portable storage units, whereas previously only sheriffs could seize goods in traditional storage warehouses after appraisal and advertisement.

Eliminates the criminal penalty (fine not exceeding $100 or imprisonment not exceeding 3 months) previously imposed on constables who violated the storage warehouse levy restrictions.
