Requires retail establishments with employee bathrooms to allow customers with eligible medical conditions (Crohn's disease, ulcerative colitis, celiac disease, inflammatory bowel disease, irritable bowel syndrome, or conditions requiring immediate restroom access) to use those facilities during business hours.

Customers must provide written documentation of their condition from a physician or licensed medical professional, or an identification card from a nationally-recognized health organization or local health department.

Access is only required when at least two employees are working, the establishment does not normally provide public restrooms, and the employee restroom is not in an area that poses obvious health, safety, or security risks.

Provides civil liability immunity for retail establishments and employees for non-negligent injuries occurring in non-public areas when allowing qualifying customers to use employee restrooms.

Establishes civil penalties of $100 for first violations and $200 for subsequent violations; does not require physical modifications to restroom facilities.
