Replaces the term "credit card" with "payment card" throughout Delaware Code Title 11, expanding the definition to include debit cards, EBT cards, banking cards, and card numbers themselves.

Broadens the definition of unlawful payment card use to include obtaining "money, goods, services, or anything of value" instead of just "property or services."

Enhances penalties for payment card offenses when the victim is 62 years or older, making violations class G felonies (instead of class A misdemeanors) and class F felonies for amounts of $1,500 or more (instead of class G felonies).

Adds "without authorization of the card holder" as an additional element to unlawful publication of payment card information or codes.

Updates related statutes (§854, §903A, §905, §914, §915, §1105, and §9401) to reflect terminology changes from "credit card" to "payment card" and consolidates duplicate payment card definitions.
