Establishes the Post-Emergency Anti-Price Gouging Act to prohibit excessive gasoline price increases during declared states of emergency in Delaware.

Defines "emergency period" as beginning when a state of emergency is declared and extending 30 calendar days after the emergency ends, unless extended by the General Assembly.

Prohibits gasoline prices that exceed pre-emergency prices by more than 10 percent, or that increase markup by more than 10 percent if price increases are due to supplier costs or other emergency-related expenses.

Applies to gasoline essential for health, safety, welfare, or property protection during the emergency period anywhere in the state.

Defines "declared state of emergency" as either a Governor's emergency proclamation or a Presidential declaration of a major disaster or emergency.
