Requires all Delaware high school students to participate in a CPR educational program to receive a high school diploma, beginning with the Class of 2017, at public, non-public, and charter schools.

CPR educational program must include both psychomotor skills and knowledge necessary to perform cardiopulmonary resuscitation and use of an automated external defibrillator (AED).

Licensed teachers may facilitate CPR instruction without certification, but any course resulting in CPR/AED certification must be taught by an authorized instructor using curricula from American Heart Association, American Red Cross, or nationally recognized evidence-based programs.

Students with disabilities identified under Chapter 31 may have the CPR requirement modified or waived through their individualized education plan (IEP) or 504 plan.
