Eliminates the Wilmington Federal Credit Union from the definition of "Employee" under the State Employees' Pension Plan in Title 29 of the Delaware Code.

Removes the Wilmington Federal Credit Union from the list of employers whose employees are eligible to participate in the State Employees' Pension Plan.

Modifies the scope of entities covered under the pension plan to exclude the credit union while maintaining coverage for state agencies, school districts, and Delaware's public universities and community college.
