Establishes a new "Stop Child Abuse" special registration plate available to owners of private passenger vehicles or trucks with 3/4-ton or smaller capacity, contingent on receiving at least 100 applications.

Requires an initial $50 fee ($15 administrative fee plus $35 to child protection) in addition to annual registration fees, plus an annual $40 surcharge for renewal.

Administrative fees are retained by the Division of Motor Vehicles for promoting and administering the plate program, with surplus funds forwarded to child protection efforts.

Remaining funds from the initial fee and annual surcharges are deposited with the State Treasurer and forwarded to the Delaware Community Foundation for the Protecting Delaware's Children Fund.

Plate design and colors to be determined by the Child Protection Accountability Commission, with numbers and letters matching the vehicle's current license plate, subject to Division approval for public safety reasons.
