Permits insurance identification cards to be presented in electronic format (cellular phone or portable electronic device) if both the insured and insurance company consent.

Removes the requirement that insurance identification cards be produced upon request to a "justice of the peace" and limits production requests to police officers and accident-involved parties.

Establishes that presenting electronic proof of insurance does not authorize law enforcement to access other contents of the device or expand search authority.

Provides liability protection for law enforcement and state officials against damage claims resulting from use of cellular phones or portable electronic devices to present proof of insurance.

Allows police officers to require operators to electronically forward proof of insurance to a specified location for safe verification, and expands the definition of fictitious insurance identification cards to include electronic format documents.
