Replaces the Town of Laurel's detailed metes-and-bounds boundary description with a reference to the official map recorded with the Sussex County Recorder of Deeds and/or Department of Planning and Zoning

Establishes that town boundaries shall include all land previously annexed and any land annexed in the future pursuant to Section 3 of the Town Charter

Authorizes the Town Council to conduct surveys and create plots of the town at any time, which when approved and recorded become legal evidence in Delaware courts

Requires official copies of boundary maps to be maintained at the Town's Administrative Offices

Requires two-thirds approval from both houses of the General Assembly for passage
