Amends Delaware Code Chapter 70, Title 25 to define "pattern or practice" violations by manufactured housing community owners.

Establishes three circumstances that qualify as a pattern or practice: three or more violations within a 12-month period, a single violation persisting more than 30 days after notice, or a health/safety violation persisting more than 15 days after notice.

Applies the definition to violations of any provision of rental agreements required under §7006 of the subchapter.

Intended to help the Office of the Attorney General and courts distinguish between isolated minor violations and significant, actionable violations of manufactured housing regulations.
