Allows the Department of Correction to employ ex-offenders with prior felony convictions on a casual/seasonal basis for up to 6 months upon their release from Level 4 or Level 5 vocational programs if they demonstrate exceptional job skills.

Requires the Department to adopt policies and procedures governing terms and conditions of employment for ex-offenders, including identifying qualified positions and setting job qualifications and requirements.

Ex-offenders hired under this program are not covered by union contracts or civil service protections under Chapter 59, Title 29 of the Delaware Code and have no employment rights or entitlements.

Expands the Department's employment screening to include fingerprint-based background searches using state and federal automated fingerprint identification systems prior to employment.

Authorizes funding for casual/seasonal ex-offender positions through the Delaware Correctional Industries Special Fund.
