Amends Delaware Code Title 21 to allow any licensed motor vehicle dealer approved by the Department to perform safety and Vehicle Identification Number (VIN) inspections on vehicles 5 model years old or newer for registration purposes.

Removes the restriction limiting inspection authority to "new" motor vehicle dealers, expanding the authorization to all approved licensed dealers.

Applies only to safety and VIN verifications, not emissions inspections, which remain conducted by the State of Delaware.

Intended to reduce wait times at state inspection locations by distributing inspection volume among more authorized dealers and improving customer service.
