Amends Delaware Code Title 21 section 2119 to expand commercial vehicle registration requirements beyond corporations to include "other legal entities."

Requires the Division of Motor Vehicles to verify a legal entity's good standing with the Delaware Secretary of State and compliance with Title 30 before registering or reregistering a commercial vehicle.

Adds requirement for proof of a valid occupational or business license as part of the commercial vehicle registration process.

Shifts verification responsibility from the applicant submitting proof to the Division of Motor Vehicles conducting the verification of Secretary of State status and Title 30 compliance.

Authorizes the Secretary of the Department of Transportation and Secretary of the Department of Finance to establish additional proof requirements for implementing these registration standards.
