Requires all contractors, subcontractors, and independent contractors to maintain a proper and current occupational and/or business license as required by Title 30 to work on public works contracts.

Mandates contractors verify that all subcontractors and independent contractors have valid occupational and/or business licenses and maintain records of compliance.

Requires agencies to obtain a copy of a contractor's occupational and/or business license before accepting a public works contract proposal.

Requires contractors to provide copies of all subcontractor and independent contractor licenses to the contracting agency within 30 days of contract entry, or within 10 days if hired after 20 days into the contract.

Establishes a civil penalty not to exceed $1,000 for any contractor, subcontractor, or independent contractor working on a public works contract without proper licensure, enforced by the Director of Revenue under Title 30.
