Changes the qualifying year for street rod vehicle registration from pre-1949 to pre-1970 in Delaware Code Title 21, Section 2197.

Expands the definition of "street rod" to include vehicles with bodies and frames manufactured prior to 1970 (instead of 1949) that have been modified for safe road use, or kit cars resembling pre-1970 vehicles.

Applies the year change to all references in the street rod statute, including the requirement that vehicles meet modification standards for engine, drive-train, suspension, brake system, or body alterations.
