Removes the 15% cap on annual appropriations for employee pension and health and welfare plans in the Town of Frankford's charter.

Allows the Town Council discretion to establish pension plans, health and welfare plans, or both, for municipal employees under terms deemed appropriate by the Council.

Permits funding of benefits through insurance companies licensed or authorized by Delaware and approved by a majority of Council members.

Corrects a spelling error in Section 18(A) of the Frankford Charter from "eneumeration" to "enumeration."
