Amends the Town of Frankford's charter to establish two annexation processes: one when all property owners petition for annexation, and another when more than half of property owners petition for annexation.

For petitions by all property owners, the Town Council may adopt an annexation ordinance by unanimous vote; if 33% or more of town voters object, an annexation referendum is held that requires majority approval.

For petitions by more than half of property owners, the Town Council adopts an ordinance by majority vote and must hold an annexation referendum requiring majority approval from voters in both the town and proposed annexation area.

Both processes require the Planning and Zoning Commission to submit a report within 2 months recommending whether the annexation is advantageous to both the town and the proposed territory.

Annexed territory cannot include areas within boundaries of adjacent municipalities; annexation ordinances must be recorded with the Sussex County Recorder of Deeds within 90 days of adoption.
