Adds electronic communication device violations under §4176C(a) to the list of motor vehicle offenses for which law enforcement can make arrests without a warrant when an observing officer relays the violation to an arresting officer via radio or telecommunications.

Adds seat belt violations under §4802(a)(1)(2) and §4803 to the list of motor vehicle offenses permitting arrest without warrant when an observing officer communicates the violation to an arresting officer by radio or other telecommunications device.

Requires that the arresting officer be working in conjunction with the observing officer, be immediately advised of the violation, and verify that the vehicle being apprehended is the vehicle detected for both electronic communication device and seat belt violations.

Aligns electronic communication device and seat belt violation enforcement procedures with existing arrest authority for speeding and red light violations, allowing officers to make arrests based on another officer's observation rather than requiring direct observation by the arresting officer.
