Amends Delaware election law (Title 15, Chapter 80, Subchapter II) to clarify procedures for joint contributions to political committees.

Requires that any contribution made by more than one person must include the signature of each contributor on the check, money order, or other negotiable instrument, or in a separate writing.

Allows political committees to either request written permission from contributors to reattribute a joint contribution or automatically reattribute it if the committee notifies all contributors within 60 days of how the contribution was attributed and offers refunds if the contribution was unintended.
