Establishes moped and triped registration requirements including a $5.00 fee for 3-year registration periods and issuance of license plates that expire on December 31st.

Exempts mopeds from Delaware's safety inspection requirements and allows $15 off-site vehicle identification number verification for vehicles titled in other jurisdictions.

Removes motor vehicle insurance requirements and helmet requirements for moped and triped operators age 16 and older; allows non-Delaware residents to operate mopeds and tripeds under their home state's registration laws if they hold a valid driver's license.
