Amends Delaware Code Title 29 to establish prevailing wage rates for public works projects exceeding $100,000 for new construction or $15,000 for alteration, repair, or renovation work.

Sets prevailing wage based on collective bargaining agreement rates that have prevailed for the last 5 years or will prevail for 5 consecutive years as of January 1, 2014, eliminating the need for annual prevailing wage surveys for those crafts.

Applies to public works contracts where the State or its subdivisions appropriate any funds and requires employment of mechanics and laborers.

Retains Department of Labor's authority to conduct prevailing wage surveys only when no collective bargaining agreements exist or rates have not prevailed for the required consecutive years, with a one-time challenge permitted per cycle.
