Clarifies that assessments paid into the Delaware Broadband Fund apply only to telecommunications service providers, not all entities governed by the Public Service Commission.

Telecommunications service providers pay half their 2011 regulatory assessment into the Delaware Broadband Fund on August 1, 2013, covering the period January 1 through June 30, 2013.

Telecommunications service providers continue making annual payments equal to their 2011 regulatory assessment into the Fund for an additional 3 years from January 30, 2014, through January 30, 2016.

After the 3-year payment period ends on January 30, 2016, telecommunications service providers' obligations under the regulatory assessment provisions cease.
