Restricts Supplemental Nutrition Assistance Program (SNAP) benefits to foods, food products, and beverages with beneficial nutritional value.

Requires the Department of Health and Social Services to create an approved foods list based on Women, Infants, and Children (WIC) Program guidelines, with expansion to improve selection and affordability.

Department must promulgate rules and regulations within 120 days to identify specific foods or food categories meeting nutritional standards.

Department must request a federal waiver from the U.S. Department of Agriculture Secretary within 30 days to implement the program restrictions.

Act becomes effective upon federal waiver approval, with Section 1 effective upon either regulatory promulgation or 6 months after waiver approval, whichever occurs first.
