Amends Delaware Code Title 9, Section 922(a) regarding seizure and impoundment of dangerous or potentially dangerous dogs by animal control constables or dog wardens.

Clarifies that animal control officials may impound a dog when they have reasonable cause to believe the dog has engaged in one or more of four specific behaviors: chasing or pursuing a person on two separate occasions within 12 months, killing or injuring a human being, killing or seriously injuring a domestic animal on the owner's property, or involvement in animal cruelty or fighting.

Removes language that previously excluded the dog owner's property from the chasing/pursuing provision, making the seizure authority applicable regardless of location.

Specifies that any single one of the four conditions constitutes grounds for impoundment, with Section 923 already providing separate exceptions for injuries sustained during criminal trespass, abuse of the dog, or attempted crimes.
