Amends Delaware Code Title 11, Chapter 5 to add musical concert events at the Delaware State Fair to existing ticket scalping prohibitions.

Prohibits selling, reselling, or exchanging tickets at prices higher than the original price on the day before or day of the event for concerts at the Delaware State Fair.

Maintains existing ticket scalping prohibitions for events at the Bob Carpenter Sports/Convocation Center at University of Delaware, NASCAR races at Dover Downs, and sales on state or federal highway arteries.

First conviction of ticket scalping is a class B misdemeanor; second or subsequent convictions are a class A misdemeanor.

Defines "ticket" as any admittance receipt, entrance ticket, or other evidence of a right to be admitted to an event or exhibit.
