Amends Delaware's Whistleblowers' Protection Act (Title 19) to add a new subsection (5) protecting employees who report noncompliance with Chapter 80, Title 15 of the Delaware Code.

Protects employees from discharge or discrimination for reporting violations of Chapter 80, Title 15 verbally or in writing to a public body, employer, or supervisor, unless the employee knows the report is false.

Extends whistleblower protections to employees who participate in investigations, hearings, trials, or inquiries regarding noncompliance with Chapter 80, Title 15.

Protects employees from retaliation for refusing to participate in or assist with noncompliance or infractions of Chapter 80, Title 15.

Clarifies that verbal reports made under subsection (4) require clear and convincing evidence of being made.
