Adds new section §8012A to Delaware election law governing contributions to political committees from joint accounts.

Contributions from joint accounts are allocated to the person who signed the check, authorized payment in writing, or provided electronic signature/verification; if multiple account holders authorized the contribution, it is allocated equally unless written directions specify otherwise.

If a joint account contribution causes a contributor to exceed contribution limits, the political committee treasurer must either return the excessive portion or allow reattribution if the contributor provides written directions within 60 days.

Reattribution of excessive contributions requires the treasurer to notify the contributor in writing of the overage and inform them of their right to request a return before reattribution can occur.

Effective date: January 1, 2015.
