Allows the Public Integrity Commission to refer violations of financial disclosure requirements by candidates for statewide office to the State Election Commissioner for further action.

Clarifies that the Public Integrity Commission can refer suspected violations by public officers to the Attorney General, with exclusive authority given to the Attorney General for investigating violations by General Assembly members or Judiciary.

Exempts disclosures made pursuant to financial disclosure requirements from violating confidentiality protections under Delaware law.

Requires the Department of Elections Commissioner to publish the names of candidates who fail to file financial disclosures by August 1 (primary elections) or October 1 (general elections) on the Department of Elections website.

Becomes effective upon enactment into law.
