Adds electronic cigarettes to Delaware's Clean Indoor Air Act by defining "electronic cigarette" as any battery or heating element device that delivers nicotine or other substances through inhalation, excluding FDA-approved cessation products.

Expands the definition of "smoking" to include operation of electronic cigarettes in addition to burning tobacco products.

Prohibits smoking and e-cigarette use in all indoor public areas where smoking is currently banned, including restaurants, workplaces, health care facilities, schools, public transportation, gaming facilities, hotels (75% of guest rooms), and other public accommodations.

Takes effect 90 days after enactment into law.
