Allows off-premises consumption licensees to obtain a "Growler Filler permit" to purchase beer by the keg or partial keg from wholesalers.

Permits licensed establishments with a Growler Filler permit to fill and cap containers at the time of purchase for customers to consume off the premises.

Establishes a biennial license fee of $150 for a Growler Filler permit under Delaware Code Title 4, §554.

Maintains the requirement that all bottles sold must have unbroken seals when removed from the premises, except for filled growler containers under the new permit.
