HB 310 Summary

• Establishes the Fort DuPont Redevelopment Corporation with a 7-member Board of Trustees and 12-member Advisory Council to manage economic development and redevelopment of the Fort DuPont Complex near Delaware City.

• Authorizes the Corporation to own, operate, lease, sell, and improve real and personal property at the Complex while preserving historic, cultural, archaeological, and natural resources through covenants and easements.

• Allows Delaware City to annex the Fort DuPont Complex lands within 12 months if the city amends its Comprehensive Plan, with automatic annexation upon city council approval.

• Grants the Corporation broad powers including bonding authority (limited to 30% of assessed property value), fee collection, infrastructure provision, and exemption from state procurement laws upon Board adoption of procurement rules.

• Requires the State to transfer ownership of the Fort DuPont Complex to the Corporation within 90 days of Board approval and property annexation, after which the Corporation must implement the October 2013 Redevelopment Plan and maintain the property in perpetuity.
