Establishes statewide training and certification requirements for animal control constables, animal control officers, dog control agents, dog wardens, and animal cruelty agents in Delaware.

Grants the Department of Health and Social Services authority to develop certification curricula, approve educational programs, certify qualified applicants, and maintain a registry of all certified personnel.

Requires mandatory continuing education and certification renewal, with the Department empowered to impose disciplinary sanctions including revocation, suspension, probation, reprimand, or required additional training.

Specifies grounds for disciplinary action including fraud in obtaining certification, crimes against persons or property, employer findings of unfitness, suspension or revocation in other jurisdictions, and willful or negligent violations.

Requires animal cruelty agents to be trained and certified, and allows agents of the Delaware Society for the Prevention of Cruelty to Animals and First State Animal Center - SPCA to impound animals in violation of animal cruelty laws.
