Modifies Delaware Code Title 11, Section 3901(d) to require courts to explicitly direct whether sentences run concurrently or consecutively rather than allowing implicit concurrent sentencing.

Mandates that sentences for specific serious crimes must run consecutively (not concurrently) with other sentences, including murder, rape, robbery, burglary, arson, kidnapping, and assault offenses.

Adds possession of a firearm during felony commission and possession of a firearm by a prohibited person (with prior violent felony conviction) to the list of offenses requiring consecutive sentencing.

Defines "Title 11 violent felony" as any offense listed in Section 4201(c) or equivalent offenses under federal, state, or territorial law for purposes of determining sentencing requirements.
