Changes the process for filling vacancies on Bethel Town Council from mandatory to optional when offering the position to the highest vote-receiving non-elected candidate from the preceding election.

Allows the Town Council to fill a vacancy by majority vote if it is not filled through the optional candidate process.

Modifies the Organizational Meeting requirements to allow the Town Council discretion to appoint members to standing committees, boards, and commissions, rather than making such appointments mandatory.

Requires candidates interested in committee, board, or commission appointments to express their interest in writing to the Town Council prior to the organizational meeting.
