Imposes an additional $10 penalty assessment on all criminal defendants and civil offense recipients convicted under Title 21 violations, which cannot be suspended even if the underlying fine is suspended.

Establishes the "Volunteer Ambulance Company Fund" to receive collected penalty assessments, administered by the State Fire Prevention Commission.

Allocates Fund moneys directly to volunteer ambulance companies in proportion to their ambulance runs out of the total runs by all volunteer ambulance companies statewide.

Gives the $10 penalty assessment first priority among all penalty assessments (after Victim Compensation Fund, restitution, and Court Security Fund) to ensure funds flow to the Volunteer Ambulance Company Fund.

Defines "volunteer ambulance company" as a non-profit entity certified by the State Fire Prevention Commission providing basic life support services.
