Expands the definition of "FOIA coordinator" to include the Chair or equivalent executive officer of any public body, not just Cabinet Secretaries, school district superintendents, or local government heads.

Requires each public body to designate a FOIA coordinator and provide the coordinator's name and contact information to the Attorney General, updating this information within 20 working days of any changes.

Mandates the Attorney General publish a biennial FOIA coordinator manual covering coordinator duties, FOIA timelines, fee authority, executive session purposes, and recent legal opinions related to the Freedom of Information Act.

Requires the Attorney General to conduct annual public training seminars for FOIA coordinators addressing manual topics, best practices for responding to records requests, and a question-and-answer session.

Directs the Attorney General to maintain a website with summaries of Attorney General opinions related to the Freedom of Information Act.
