Amends Delaware's Freedom of Information Act to require state agencies and public bodies to provide reasonable assistance to the public in identifying and locating public records.

Mandates that all public bodies in the executive branch required by statute, regulation, or policy to publish annual or biennial reports must electronically post these reports to a single designated State of Delaware website approved by the Secretary of State.

Establishes that electronic notification of report availability on the designated state website fulfills a public body's obligation to publish and provide reports to the Governor, General Assembly, and other state agencies.

Takes effect on January 1 following enactment into law.
