Creates a special "Honoring Our Veterans" license plate available to owners of private passenger vehicles or trucks with 3/4-ton or less manufacturer's rated capacity.

Initial plate application requires a one-time fee of $20, with $10 designated as an administrative fee and the remaining $10 deposited into the Delaware Veterans Trust Fund.

Replacement plates may be obtained at a fee set by the Division of Motor Vehicles covering the cost of production.

Delaware Commission of Veterans Affairs determines the colors, design, words, slogans, or emblems on the plate; may substitute "Honoring Our Veterans" for "The First State" on the plate.

Division of Motor Vehicles reserves license plates with letters "HV" numbered consecutively beginning with "1" and may establish rules and regulations to administer the program.
