Removes language requiring the Department to administer multiple assessments beginning within 30 school days of the academic year start, transitioning from the Delaware Comprehensive Student Assessment (DCAS) to the Smarter Balanced Assessment System.

Changes matriculation and academic promotion requirements to be based on a student's assessment results on a single assessment rather than the "best" results from multiple assessments.

Replaces "reading" with "English language arts" as the subject area measured in statewide assessments for grades 3 through 8 and high school.

Expands kindergarten through second grade assessment requirements to include kindergarten through second grade (previously only kindergarten and first grade) for following state standards and assessing student progress.

Maintains existing provisions for alternate assessments for students with disabilities, kindergarten readiness tool implementation, and science and social studies assessments across elementary, middle, and high school grades.
