Creates a new Chapter 52C in Delaware Code establishing a voluntary supplemental insurance program for state employees to supplement existing major medical coverage with pre-determined payments regardless of other available coverage.

Participating employees pay 100% of premiums with no cost to the State, and premiums may be deducted pre-tax or after-tax as determined by the State Employee Benefits Committee.

Selected carrier must be licensed in Delaware, approved by the Committee, maintain adequate servicing facilities, and sustain a claims loss ratio of at least 60%.

Required supplemental benefits include accident, cancer, and critical care and recovery coverage under guaranteed renewable individual health insurance policies.

Committee may restructure, modify, or terminate the program on or after July 1, 2020, if employee participation demonstrates lack of interest, with open enrollment coinciding with annual state employee benefits enrollment beginning in 2015.
