Creates a new "merged instruction and apprenticeship" pathway for barbers requiring 600 classroom hours of concentrated coursework plus 1,500 apprenticeship hours, with acceptance based on a practical examination.

Removes language requiring the Board to establish credit regulations for apprenticeship hours toward cosmetologists' 3,000-hour apprenticeship requirement and relocates this requirement to the apprentice cosmetologist section.

Increases the maximum number of apprentices per licensed professional in cosmetology shops from 1 to 2 additional apprentices for each licensed professional on staff.
